How to read this

An index measures change, not price. A reading of 200 does not mean a flat costs $200,000 — it means resale prices are roughly double what they were in the first quarter of 2009, which is the base period.

What it is good for is direction and pace: whether prices are rising, how fast, and how the present compares with the past. What it cannot tell you is what your flat is worth. For that you need recent transactions in your own block, which is a different exercise.
