What Is MOP? Minimum Occupation Period, Explained Simply

The MOP is the period you must physically occupy your flat or EC before you are allowed to sell it or, in some cases, buy private property.

The Minimum Occupation Period is the length of time you must actually live in your flat or EC before you are allowed to sell it — and, for HDB flat owners, generally before you can buy private residential property.

It is a period of occupation, not simply a period of ownership. That distinction matters.

When the clock starts

For an HDB flat, the MOP generally runs from the date you collect your keys, counting periods of actual occupation by the owners.

For an executive condominium, it runs from the completion of the project — which, for a unit bought at launch, is several years after you first signed anything.

The EC point people miss

Buy an EC at launch, wait four years for completion, then serve a five-year MOP, and your earliest possible sale is around nine years from the day you committed. That is worth knowing before you commit, not after.

  • Selling the flat or EC on the open market
  • For HDB flat owners, generally acquiring private residential property
  • Renting out the entire flat

Renting out rooms while you continue to live in the flat is treated differently from renting out the whole unit. Check the current rules with HDB.

What happens when it ends

A restriction lifts. Nothing else.

Your financial position on the day after MOP ends is identical to your position the day before. What changes is the range of options available to you — and having options is not the same as having a reason to act on them.
